Connor Haythornthwaite

Senior Analyst

Connor Haythornthwaite is an economic analyst with experience in revenue and economic development policy, and public finance.

He spent almost four years at the New Zealand Treasury, where he worked on policy design, costing, and evaluation. He has briefed Ministers of Finance and Revenue on major policy decisions, and in 2025 he was seconded to the Office of the Secretary to the Treasury.

Connor built the evidence base and shaped advice on the Government's investment in compliance activities, led the international literature review for the online gambling duty, and assessed hundreds of policy initiatives across Budgets 2023 to 2026. He also co-authored the Treasury's published guidance on the fiscal management of tax policy proposals.

Connor holds a Bachelor of Arts with First Class Honours in Philosophy from the University of Otago.
